			<content:encoded><![CDATA[<p style="text-align: left;">The 5th International Congress on Gender Medicine will take place in Tel Aviv, Israel, in November 30 - December 3, 2010, at the David Intercontinental Hotel, under the auspices of the International Society for Gender Medicine (IGM).</p>
<p style="text-align: left;">The 5th International Congress on Gender Medicine will provide the necessary platform on which eminent scholars from many medical disciplines will meet in order to present the state of the art of the gender aspect in their respective disciplines. The latest research will be discussed and debates on crucial topics will be conducted by eminent clinicians and scientists and the new bylaws of the International Society for Gender Medicine will be presented during the Congress.</p>

			<content:encoded><![CDATA[<p style="text-align: left;">The Council in charge of Employment, Social Policy, Health and Consumer Affairs agreed in June 8th, 2010, on a directive concerning the applications of patients´ rights in cross-border healthcare.</p>
<p style="text-align: left;">The directive aims to facilitate the access to safe and high-quality cross-border healthcare and to promote cooperation on healthcare between member states. The compromise reflects the Council´s intention to fully respect the case law of the European Court of Justice on the patients´ rights in cross-border healthcare while preserving member states´ rights to organize their own healthcare systems. The directive provides clarity about the rights of patients  who seek healthcare in another member state and supplements the rights that patients already have at the EU level thought the legislation on the coordination of social security schemes. Specifically, the directive contains the following provisions:</p>
<ul style="text-align: left;">
<li>as a general rule, patients will be allowed to receive healthcare in another member state and be reimbursed up to the level of reimbursement applicable for the same or similar treatment in their national health system if the patients are entitled to this treatment in their country of affiliation;</li>
<li>in case of overriding reasons of general interest (such as the risk of seriously undermining the financial balance of a social security system) a member state of affiliation may limit the application of the rules on reimbursement for cross-border healthcare; member states may manage the outgoing flows of patients also by asking a prior authorization for certain healthcare (those which involve overnight hospital accomodation, require a highly specialized and cost-intensive medical infrastructure or which raise concerns with regard to the quality or safety of the care) or via the application of the &#8220;gate-keeping principle&#8221;, for example by the attending physician;</li>
<li>in order to manage ingoing flows of patients and ensuring sufficient and permanent access to healthcare within its territory a member state of  treatment may adopt measures concerning to access to treatment where this is justified by overriding reasons;</li>
<li>member states of treatment will have to ensure, via national contact points, that patients from other EU countries receive on request information on safety and quality standards on their territory in order to enable patients to make an informed choice;</li>
<li>the cooperation between member states in the field  of healthcare is streghthened, for example in the field of e-health and through the development of European reference networks which will bring together, on voluntary basis, speacialized centre´s in different member states;</li>
<li>the recognition of prescriptions issued in another member state is improved; as a general rule, if a product is authorized to be marketed on its territory, a member state can be dispensed in its territory in compliance with its national legislation.</li>
<li>sales of medicinal products and medical devices via internet, long-term care services provided in residential homes and the access and allocation of organs for the purpose of transplantation fall outside the scope of the directive.</li>
</ul>
<p style="text-align: left;">The directive is part of the social agenda package of July 2nd, 2008, focusing on a triple objective: to guarantee that all patients have care that is safe and of good quality, to support patients in the exercise of their rights to cross-border healthcare; and to promote cooperation between health systems.</p>

Sweden, current chair of the EU rotation Presidency, had battled for a compromise until the last moment, but was forced to concede defeat after last-ditch discussions broke down. </span></span></span><span style="mso-ansi-language: EN-US;" lang="EN-US"><span style="font-size: small;"><span style="font-family: Calibri;">Patients already have the right, under European law, to receive medical treatment anyway in the European Union and, subject to certain conditions, the costs, or a proportion of them, must be reimbursed by their home country. </span></span></span><span style="mso-ansi-language: EN-US;" lang="EN-US"><span style="font-size: small;"><span style="font-family: Calibri;">The ECJ has also ruled that patients should receive the amount of reimbursement that they would have received back home, and says no distinction should be made between private and non-private healthcare providers. </span></span></span><span style="mso-ansi-language: EN-US;" lang="EN-US"><span style="font-size: small;"><span style="font-family: Calibri;">The main reasons for not approving the text was the inclusion of the reimbursement of non-contracted healthcare providers into the scope of the Directive and the definition of the “Member State of affiliation”, i.e. which country should pay for pensioners who live in another Member State and seek healthcare in yet another, third <span style="mso-spacerun: yes;"> </span>country. On the latter issue, mainly the Mediterranean countries fear additional costs. </span></span></span><span style="mso-ansi-language: EN-US;" lang="EN-US"><span style="font-size: small;"><span style="font-family: Calibri;">The existing rules on cross-border healthcare, established in a number of European Court cases, remain in force. </span></span></span><span style="mso-ansi-language: EN-US;" lang="EN-US"><span style="font-size: small;"><span style="font-family: Calibri;">The European Commission may now decide to withdraw the proposal and allow the Court of Justice to establish rules on the reimbursement of cross-border healthcare based on case law.</span></span></span></p>

			<content:encoded><![CDATA[<p>The European Parliament (EP) in Strasburg confirmed in February 2010, the 61 year old Maltese politician John Dalli to the Commissioner for Health and Consumer Protection of the European Commission with a majority of 488 of total 679 votes.</p>
<p>John Dalli, who was born on the 5th of October 1948 in Qormi (Malta), is a conservative politician who is married to Jossette Dalli (born Callus) and he has two daughters.</p>
<p>John Dalli has several high entries in financial administration and management held in Malta and Brussels. Before his election to the Commissioner of the European Commission, John Dalli worked for the Government as a management consultant. In 1987, he was appointed the Parliamentary Secretary for industry. From 1992 to 1996, he was the Finance Minister of Malta and from 1998 until 2004 Minister of finance and economy, in 2004 the Minister of foreign Affairs and investment promotions and also Minister for social policy from 2008 to 2010.</p>
<p>For his political position as the new European Commissioner for Health and Consumer Protection we wish him especially good luck and a lot of success, we are looking forward for a good coorporation in the coming future.</p>
